In an about face, Rotorua council has decided to dump a free parking trial in the central city. Rotorua district councillors voted seven to five last week to go ahead with a plan to introduce free parking in the city from Monday, November 5, and every Monday for the month to see if it would attract more people to the city. Councillor Mark Gould abstained from the debate and the vote as he felt he had a conflict of interest because of being a Tutanekai St retailer. Deputy mayor Trevor Maxwell was in China. The planned free parking trial was designed to address concerns of retailers and customers at the downturn of visible shoppers within the central business district, mainly because of a perceived problem created by the introduction of pay and display parking meters. At yesterday meeting, Mr Gould introduced the council "three day rule" which meant the matter had to be re debated at a full meeting of the council. Mr Gould said he should not have voted for the trial at last week meeting of the council economic and regulatory services committee because of his perceived conflict of interest. Councillors Glenys Searancke, Julie Calnan, Charles Sturt, Janet Wepa, Maggie Bentley and Merepeka Raukawa Tait voted against the trial saying it was poorly timed and would not change a thing. Car parking in the city will remain free from midday Saturday and all day Sunday. Councillor Mike McVicker argued for the trial saying the original concept was flawed and needed refinement. He said he had met with a large number of Rotorua retailers, who said the trial would be better for the entire month of November and to allow free parking only in the afternoons to deter workers from parking all day outside their workplaces. He was backed up by Mayor Kevin Winters who said it was only a trial and worth doing if only just to see the results. "We will look right Charlies by changing our minds," he said. McLeods Booksellers manager Fraser Newman, who last week said the trial "was set up to fail" because no time limit was placed on parking, was surprised councillors did not come to a compromise and change the proposal instead of dumping it. "It a shame they did not develop the idea further, it a bit embarrassing for the council really. I think they went off half cocked.
